Agreements signed for wind turbine manufacturing plant in Duqm

The Public Authority for Special Economic Zones and Free Zones and Mawarid Turbine Company signed three usufruct agreements which relate to establishing a wind turbine manufacturing plant in the Special Economic Zone at Duqm. They also signed two agreements to install six turbines to produce clean energy to supply the plant.

The agreements were signed on behalf of the Authority by Qais bin Mohammed bin Musa Al-Yousef, Chairman, and on behalf of Mawarid Turbine by Mustafa bin Mohammed Al Hinai, Company CEO.

Under the agreements, Mawarid Turbine is allocated three plots of land. The first for the establishment of a wind turbine manufacturing and assembly plant. The second for the installation of a single wind turbine, and under the third, the company obtains land through a usufruct arrangement to install five wind turbines. The company plans to sign additional agreements in the future to reserve further areas.

The project aims to localise the wind turbine industry in the Sultanate of Oman, in line with the targets of Oman Vision 2040 in the field of green energy. The plant’s production capacity will range between 800 and 1,000 megawatts. The company is currently finalising the initial concept for a battery production project used in energy storage systems.

During the first phase, which is valued at approximately OMR 70 million (USD 182 million), several wind turbine components and blades will be produced. The second phase will focus on manufacturing wind turbine towers. A specialised plant will be established to manufacture towers and other elements within the value chain. This will take place as part of integration with local institutions.

Ahmed bin Ali Akaak, CEO of the Special Economic Zone at Duqm (SEZAD), said that the zone offers many factors for the success of clean energy projects. These include the availability of wind and solar energy throughout the year, in addition to the land required for such projects. He noted that the zone’s strategy for 2025–2030 focuses on positioning Duqm as the preferred location for renewable energy and future industries, with the zone’s management working to attract projects that support this direction.

In a speech delivered during the ceremony, he highlighted the efforts made by the Special Economic Zone at Duqm to attract clean energy projects and diversify the economic project base in the zone. He said that the Zone, which is laying the foundations for the success of clean energy projects, welcomes Mawarid Turbine and the wind turbine plant. The project will benefit from the Zone’s significant capabilities to support and market its products within the economic zone or abroad through exports via the Port of Duqm, which has experience in handling oversize cargos.

He expressed hope that the project will achieve its objectives and contribute, alongside other clean energy projects in Duqm, to building a sustainable energy system in the Special Economic Zone at Duqm. The zone has become one of the preferred investment destinations regionally and globally, with investments exceeding OMR 6.3 billion.

Mustafa bin Mohammed Al Hinai, Chief Executive Officer of Mawarid Turbine, said that the project reflects the company’s vision to localise renewable energy industries and build a national industrial base capable of supporting the energy transition in Oman.

He said that selecting the Special Economic Zone at Duqm reflects its competitive advantages in terms of location, infrastructure and integrated supply chains. These factors enable the development of the wind turbine industry in line with the highest global standards.

He added that the company places knowledge transfer and national capacity building at the core of its strategy. This is achieved through technical partnerships and training and qualification programmes. These efforts create sustainable added value and strengthen Oman’s position as a regional hub for clean energy industries.

The Mawarid Turbine project focuses primarily on the Omani market. It also includes plans to expand and supply products to Gulf Cooperation Council markets and Africa.

Ashraf Al Mamari, Chief Executive Officer of OQ Group, said that the Group’s contribution to the project reflects its national role as a strategic partner in Oman’s energy transition ecosystem. It also supports initiatives that help build sustainable local value chains in this sector.

He explained that OQ’s investments in localising industries linked to renewable energy, including wind turbines, align with the Group’s strategy to achieve a balanced approach between energy security and sustainability while maximising economic value. He added that these strategic partnerships enhance Oman’s readiness for the next phase of the energy transition and contribute to building a national ecosystem capable of competing regionally and globally, in line with Oman Vision 2040.

The company will implement a programme to train and qualify young Omanis to work on the project. Employees and trainees will receive training through Shanghai Electric Wind Power Group, the technology provider, under a training programme implemented in China starting from the first quarter of the current year to gain practical and technical experience. In addition, Mawarid Turbine plans to develop comprehensive education and training programmes in cooperation with Omani universities and colleges. These programmes aim to build national skills and enhance Omani competencies in the field of green energy.

Last year, Mawarid Turbine signed several agreements and memoranda of cooperation related to technology licensing, the establishment of a research centre, knowledge transfer, initial design, Omanisation and training.
